How much does it cost to establish Texas residency? (2026 breakdown)

Establishing Texas residency has two cost layers. Your state payment is small, and the $33 driver's license is the main fee. If you don't live in Texas, a Texas residential address costs more.

This guide itemizes both. It covers Texas domicile requirements, what each costs, how mail forwarding fits in, and what it costs to renew your license later.

The short answer: what it costs to establish Texas residency

There is no single fee for becoming a Texas resident. The costs come from the surrounding documents and services. For most people, the Texas driver's license is the anchor document, and DPS needs a residential address to issue it.

Cost Item Amount Required?
Texas Driver's License (New, Ages 18 to 84) $33, valid 8 years Core, the anchor document
Texas Residential Address (If You Do Not Live in Texas) $720/yr on Basic or $1,080/yr on SavvyNomad, billed annually Yes, DPS needs a residential address
Declaration of Domicile $25 per notarization; county filing fees covered through SavvyNomad (confirm Basic) Optional but recommended
Vehicle Registration About $51.75 state registration plus a $90 new-resident fee, before title and county fees Only if you own a car
Voter Registration, IRS Form 8822 No fee (confirm) Supporting steps

Here is how that adds up in year one, using list prices. These are illustrations, not a quote.

  • No car, SavvyNomad plan: $1,080 plus $33 is $1,113 in the first year. After that, $1,080 a year.
  • No car, Basic Domicile: $720 plus $33 is $753 in the first year.
  • With a car: add roughly 142instate-levelfees(51.75 plus the $90 new-resident fee), before title and county fees.

Texas domicile requirements and what each one costs

Each requirement has its own price tag. Keep it brief here; the linked guides cover the details.

  • A Texas residential address. DPS needs a real residential address, not a mailbox. The cost is covered in the next section.
  • A Texas driver's license. You apply in person at a DPS office. Bring identification, proof of your Social Security number, and two printed proofs of your Texas residential address. A cell phone bill, pay stub, or bank statement dated within the last 180 days works, as long as the address matches.

Surrendering a valid, unexpired driver's license or ID from another state waives the 30-day residency requirement. Both proofs of address are still required. Outside that waiver, DPS requires one proof verifying at least 30 days of Texas residency.

The license costs $33. The proofs cost nothing if you already have documents showing the address, which means updating your address with a bank, phone, or payroll account first. In Texas, you source both proofs yourself, and we guide you on which ones qualify.

  • Vehicle registration, only if you own a car. This is handled by the county tax office, not DPS. In Aransas County, that is the Tax Assessor-Collector. The cost is in the vehicle section below.
  • A Declaration of Domicile. This is optional but recommended. It is filed with the Aransas County Clerk. The county has no online records search, so the status shows in your SavvyNomad account.
  • Voter registration. If you are eligible, you may register alongside your license application. It supports domicile but does not establish it on its own. There is no fee.

Proof of residency in Texas article lists the documents DPS accepts. If you cannot produce standard proofs, the Texas residency affidavit (Form DL-5) guide covers the alternative route.

What the Texas address costs, and what each plan includes

If you do not live in Texas, the address is the main cost. SavvyNomad offers two plans in Texas.

  • Basic Domicile: 60/mobilledannually (720/yr). It includes a residential address in Rockport, Aransas County; guided residency setup; compliance monitoring and alerts; and support with account setup and vehicle registration. Mail forwarding on this plan covers essential mail only: IRS and state notices, your EFTPS letter, and credit or debit cards.
  • SavvyNomad: 90/mobilledannually(1,080/yr). It adds full mail forwarding and digital mail scanning, vehicle registration assistance, Declaration of Domicile fees, a business address for one business, and one additional family member.

A quarterly billing option exists. See the pricing page for current quarterly amounts.

Two things Texas plans do not include: Domicile Premium and a registered agent. Both are Florida only. Texas also does not offer a dedicated address with a utility bill. If you need that, Florida vs Texas domicile explains the difference.

Texas domicile requirements and mail forwarding: how they fit together

A mail-forwarding address is not the same as a residential address. A regular mailbox isn't suitable for a driver's license or for banking and legal use. Your residential address establishes domicile.

With SavvyNomad, the two addresses are separate. Your residential address is in Rockport, Aransas County. Your mailing address is our facility in Brandon, FL, for every customer. We scan, forward, and handle mail and packages there. Mail sent directly to your Texas residential address (no packages) can take up to 10 business days to appear in your account. This split does not affect your Texas residency.

SavvyNomad's help center lists these mail costs:

  • Scanning is free.
  • Forwarding from the mailing facility costs postage plus a $5 handling fee.
  • Mail arriving at your residential address may incur a $3 per-piece processing fee, which is rarely applied.
  • Packages are stored free for 7 days, then $3 per item per day.
  • Check deposits cost a $6 service fee plus $9.99 postage.

One practical tip keeps those costs down. Give your bank your Texas residential address as the residential address and your Florida mailing address for statements. Most financial institutions support separate addresses, and it keeps the number of items sent to the residential address low.

Cost to renew a Texas driver's license

A Texas driver's license is valid for eight years, so renewal is a small, infrequent cost. Here is how much it costs to renew a Texas driver's license, according to the DPS fee schedule:

License Type Fee Valid For
Renewal, Ages 18 to 84 $33 8 years
Renewal, Age 85 and Older $9 2 years
Replacement, Lost or Damaged $11 Expiration unchanged
ID Card, 59 and Younger / 60 and Older $16 / $6 6 years

Spread over eight years, a $33 renewal is about $4 a year. The DPS fee schedule lists no separate charge for a Real ID-compliant license.

DPS notes that a $1 administrative fee is included in these amounts and is not charged on mail transactions. If you renew by mail from out of state, confirm the exact amount in the current Out-of-State packet. If Texas is your legal domicile, you can renew while living abroad.

Costs that depend on your situation

  • A car. Texas does not require you to title your vehicle, but first-time registrants complete Form 130-U. According to TxDMV, the base registration fee is $50.75 plus $1 for TexasSure, so state registration is $51.75, and counties may add fees. New residents also pay sales-tax-related fees that can be $90, or the difference between your previous state's sales tax and the Texas sales tax. Title fees and county fees vary, so check the TxDMV "New to Texas" page for current amounts.
  • Aransas County has no emissions testing requirement, and Texas ended safety inspections for non-commercial vehicles on January 1, 2025.
  • Notarization. If you complete a Declaration of Domicile, the online notary charges $25 per notarization. SavvyNomad covers the county filing fee when you use the online notary.
  • Mail and package fees. See the mail costs listed above. Most customers keep these low by splitting their residential and mailing addresses with their bank.

When does it pay for itself?

Texas has no state income tax on wages, pensions, dividends, or interest. Whether the cost is worth it depends on what you pay in state income tax now.

A simple test: divide the annual cost by your state's income tax rate. At a flat 5% state rate, $1,080 a year equals the state tax on $21,600 of state-taxable income. At 3%, it equals the tax on $36,000. If your state-taxable income and tax rate are above those levels, the state tax you stop paying is larger than the service fee. Savings depend on your situation and your previous state.

Two cautions. First, if you already live in a state with no income tax, Texas will not save you state tax, so the move is not about cost. Second, the saving only holds if your old state's claim on you actually ends. That takes a complete domicile change, not just a new license.

If you already live in Texas

If you already live in Texas, you do not need a domicile service. Your cost is mainly the DPS fees, plus vehicle fees if you own a car. A residential lease or home in Texas covers the address requirement.
